Unfortunately, Joan, I live in the City of Toronto and if anyone wanted to complain to the by-law enforcement officers, I wouldn't have a leg to stand on. It's easier when I'm over the by-limit with pugs as most folks can't tell my fawns apart. It's harder when I have a mix of breeds. And Toronto does check to see if you've licensed your animals. I do have my three allowable dogs and my two cats licensed as it keeps me off the radar. But I can't license Theo until someone (God forbid) passes away.
Fortunately, the rescue I am fostering him for is happy to consider him a "permanent foster"--and she and I know it is in name only.

Congrats Blanche, he's a cutie!! I do the two fawns and a black out, etc, etc the neighbors have'nt caught on yet that their different ones going out each time (lol)

By laws, bah. Grab some Canadian Geese to guard the perimeter and you'll be fine.
I remember when I called the city (from a pay phone, LOL) to see if they had a limit. The reply was "as long as we don't get complaints and as long as the animals are properly cared for, there is no limit." Then he asked what kind of dogs I had. When I told him pugs, he said "oh, you could probably have a dozen of those-they are small." Then he mentioned that some folks can take care of a dozen and some cannot take care of one. LOL.
